HAGERSTOWN, Md. - For the past 6 years, several Hagerstown residents have come together to discuss the creation of a park on East Baltimore Street.
In 2015, the mayor and city council approved the demolition of two blighted properties to make room for it.
Tuesday, the group proposed their tentative plans at the council meeting.
The park would be named after Thomas Kennedy, a Maryland State legislator, who in 1826 reversed the body of the Maryland Constitution that forbid non-Christians from holding public office. ...
